Household Census, and Consumption and PMT Survey

Project description: 
GiveDirectly aims to hire a consultant to conduct a census and a household survey composing Proxy Mean Test (PMT) and Consumption Expenditure Modules (among other demographic and socio-economic variables). This exercise is part of the MobileAid program that aims to transfer cash to people living in poverty using mobile money to increase their resilience to poverty and economic shocks.
To translate and digitize the questionnaires (census and survey) received from GiveDirectly;
To conduct a census across 3 upazilas (sub-districts) in Cox’s Bazar district (Ukhia, Teknaf and Ramu) to construct a sampling frame of 100,000 households (HHs).
To sample 5000 HHs from the census HHs and conduct a household survey.
Train enumerators and supervisors for the data collection activities. Ensure training at least 5% more enumerators than required and make final selection based on training performance. 
To collect high-quality census and survey data for effective analysis.
To implement quality control measures for the digital data collection tools and strategy to be adopted. Data safeguarding measures should also be specified.
To share a data collection protocol for selection of HHs from the PSU. This should include respondent selection, HH revisit and HH replacement strategies as well.
To translate data that was collected in Bangla and deliver data and deliverables (as specified in the RFP) in a timely manner.
